Can Hearts and Minds Be Bought? The Economics of Counterinsurgency in Iraq
4 p.m., Desmarais Building, room 3105 (55 Laurier Ave. East, Ottawa)
The lecture will be given by Professor Eli Berman, associate professor of Economics, University of California-San Diego, and research director of International Security Studies, University of California Institute for Global Conflict and Cooperation. Professor Berman’s research interests include labour economics, labour markets and technological change, the economics of religion, economic demography, applied econometrics, economic growth and development, and environmental economics. Lecture:  Marc Garneau, Astronaut

Marc Garneau will be addressing issues such as:  what can and must be done to tackle the pressures on the environment after seeing the planet from afar. He will also share the magic of the spaceflight experience and underline the vital components of teamwork, leadership and communication skills. Burying the Gun:  Policy Alternatives for Armed Violence Reduction in Northeastern Uganda
12 p.m., Desmarais Building, room 3102 (55 Laurier Ave. East, Ottawa)
The lecture will be given by Christina Yeung, Policy Analyst, Stabilization and Reconstruction Task Force, Department of Foreign Affairs and International Trade, and CIPS Research Associate. In response to the growing awareness of the destabilizing and detrimental effect of armed violence on development, international and national actors have implemented a variety of initiatives, including weapons collection programs in the post-Cold War period. This presentation will use the example of a pastoralist community in North-eastern Uganda to explore the unintended consequences of disarmament as a development policy, while suggesting a preventive, sustainable, “relational” approach to armed violence reduction.
